Fixed Damage
Fixed damage is a special type of damage that uses a set number, instead of relying on stats.
Mechanics
Fixed damage has no element, and cannot be increased or decreased through buffs, debuffs, or damage increase/reduction effects.
If the target has a Bulwark, then the Bulwark will absorb as much of the damage as it can before the target's HP takes damage. In other words, fixed damage does not pierce Bulwarks.
While fixed damage acts similar to Fractional Damage, they are not the same. Fixed damage will not activate chain effects that trigger when receiving fractional damage.
