His main use is in an anti-pierce phys team, which consists of:
Alilat for Repel Pierce, or equivalent effects such as 
Atavaka's War Aid or 
Demiurge's False God.- Other Repel Phys demons, such as
Rangda, 
Girimekhala, or Teal 
Quetzalcoatl.
The most important part of a Repel team is that Alilat (or equivalent) stays alive. Fog Breath helps with this, reducing the enemy's attack and increasing the chance that they'll miss, losing press turns.
