A full-prosthetic cyborg whose body is fully mechanical except for her brain and parts of her spinal cord. An outstanding commander with exceptional leadership and combat skills, she is also a Wizard class hacker. Kusanagi is the leader of a small elite special forces law enforcement team called Public Security Section 9. Her teammates address her by the rank of Major.
